Mode Of Operation

	A Vocational Skill Training (VOST)/Trade Acquisition Center is created as a department in each of the Pre-Adult Programmes Support Centers. This department is to empower the Youth and Special Widows for self-sustenance as well as provide employment for youth at the grass roots. The department has 10 units.
	Pre-Adult Programmes Scholarship Scheme (PAPS-Scheme) being managed by the organization is established in each of the Pre-Adult Programmes Support Centers (PAPS Centers) in the 6 geo-political zones of the federation.
	PAPS centers also serve as the Administrative base for giving out the Rotational Loan Without Interest (ROLWIN). This is a comprehensive interest-free loan facility for establishment of small-scale business ventures. Successful graduates from such vocational skill training centers are given first hand opportunity to apply for the loan.
	A Family Integration Services Unit to provide comprehensive and functional welfare package to hurting youths operates in the 6 geo-political zones of the federation. Pre-Adult Affairs Organization is pioneering effective introduction of fostering system into Nigerian families.
	Information, Education & Communication Department is the department responsible for PAPS-Center Pubic Relations activities, e.g., conferences, workshops, TV/radio programmes, Press briefings/Press conferences, Resource materials/Library. IEC Department is the Image Maker of the Organisation.
	There exists an Admin/Accounts department responsible for General Administration, Accounts, Personnel and Data Management of all the Departments in Pre-Adult Programme Support Centers ( PAPS- Centers ).
	Annual Workshop, Trainings, Seminars, Symposium, Conferences will be organized to enlighten the society about the vision of PAAO.
	World Youth Cooperation and Integration Festival ( WOYOCOIN ), and African Peace Integration Festival ( APIFES ), and other such enlightenment campaigns would be embarked upon annually.
	The general activities of Pre-Adult Affairs Organization ( PAAO ) shall be monitored and supervised by a General Coordinator who shall be known as the “ EXECUTIVE DIRECTOR”.
	There shall be a “ PROJECTS DIRECTOR” whose duties and or activities shall be subordinate to the Executive Director.
	There shall be an “ ASSISTANT PROJECTS DIRECTOR” whose duties and or activities shall be subordinate to that of the Projects Director.
	There is an EXECUTIVE PROJECTS CONSULTANT (EPC) under the Assistant Projects Director, while the External Projects Director reports to the EPC.
	There are 6 REGIONAL PROJECTS DIRECTORS in each of the 6 geo-political zones of the federation (SW, SE, SS, NE, NC, NW,)
	There are CHIEF COORDINATING OFFICERS whose duties are subordinates to the Admin/Account Managers.
	There are PROGRAMME OFFICERS whose duties are subordinate to that of the Chief Coordinating Officers
	There are also, YOUTH VOLUNTEERS under each Programme Officers
	There are “ STATE DIRECTORS” in each state of the Federal Republic of Nigeria whose duties and or activities are subordinates to that of the Regional Projects Director.
	There are in each of the Local Government of each state of the federation, a “ LOCAL GOVT AREA COORDINATOR ” in charge of the affairs and activities of the organization under his jurisdiction. The Local Government Coordinators are subordinates to the State Directors.
	There shall be “PAPS” PRESIDENTS to head the organization's club activities in schools, and colleges under the Local government Area Coordinators.
	The State Directors in each state shall be an indigene of that particular state. Each Local government coordinator shall also be an indigene of that particular Local Government area, or shall have been resident in such state or locality for at least TEN (10) years.
	Appointments of young persons or employments (if any) into offices in any Local Government area of a particular state shall take place in that same state.

Such employment process shall be carried out by the Project Director with the recommendation or nomination by the State Director and approved by the Executive Director, Regional Projects Director and the Board of Trustee.

All key officers to sensitive offices at Local Government levels must be indigenes of such communities. This is to enhance safe guard to the organizations fund and to effectively locate unfaithful stewards who indulge in misappropriation of funds.

Project Evaluation

Pre-Adult Affairs Organization ( PAAO ) shall carry out her project evaluation in two folds:

     Formative Evaluation

      Summative Evaluation


Formative Evaluation

This is carried out continuously throughout the duration of the project to reveal any problem or shortcomings. This is to enable errors to be detected early enough and to apply corrective measures.

Summative Evaluation

This entails final evaluation of the overall Project to examine its effectiveness in fulfilling the set objectives. The Patron, Board of Trustee, Executive Director, Projects Director, Assistant Projects Director, Internal Projects Consultant, Regional Projects Directors, Executive Committee members, Legal Adviser, State Directors, Local Government Area Coordinators, and Pre-Adult Programme Support's Club Presidents (PAPS Clubs) are there to guide the young people to achieve our mission and objectives.

Follow-Up

The Follow-Up to the Project depends on the results of the summative evaluation. Projects are extended over a wider geographical area at the end of the initial Project duration. For this purpose, PAAO has established registration opportunities for Nigerian schools, ranging from Primary and Tertiary institutions and Community Based Organizations. (CBO's)

Schools representatives/branch representative are appointed to represent schools, communities in the Annual National Sensitization/Training workshops while the quarterly meetings holds in Abuja .

Seminars are organized in registered schools and communities yearly. Training of Trainers also conducted now and again focusing on the Pre Adults. There is always a five-day Symposium/Seminars/Conferences/Workshop Forum organized yearly and periodically for all the branch representatives of PAAO nationwide.

The branch representatives after training go back to their various institutions/communities to organize a training course (Training of Trainers-TOT) for others with the acquired knowledge and educational/resource materials given to them at the Headquarters.

PAAO also integrate its work into Radio/T.V programme and video production to reach out to mass audience and the less privileged young people. These mediums are also used to discuss and treat real-life problems/ issues affecting the young people. Such Radio, Television and Video production are used to correct the negative mentality of young people about life, their Sexual Behaviors/Reproductive Health and Teenage Lifestyle in Nigeria , Africa and the world at large.

PAAO works together with other foreign countries and International Agencies (e.g., UN, UNDP, WHO, etc) to establish the International Pre-Adult Affairs Organization ( IPAAO ) which falls under the various UN agency umbrella.

PAAO has also introduced the PRE-ADULT PROGRAMME SUPPORT CENTERS ( PAPS Centers ) in schools and communities.

The organization consists of accomplished professionals who will serve on the Board of Trustee, Patron, Executive Director, Projects Director, Assistant Projects Director, Internal Projects Consultants, Executive Committee, Legal Adviser, Chief Coordinating Officers, Local Government Area Coordinators, State Directors, and PAPS Presidents. They represent the organizations policymaking and advisory body. The core of Youth Volunteers, Resource Persons and Programme staff with the approval of the Executive Director implement activities and projects of the organization.
