PROBLEMS
* High maternal mortality alongside abysmal levels of social and economic empowerment among Nigerian youths is a major underpinning of under-development in Nigeria.
* The imperative of progressive increases in private and public sector institutional investment in youth empowerment and maternal health in Nigeria lies more in promises and policies than in progressive institutional action.

INTRODUCTION
Pre-Adult Affairs Organization (PAAO) is a registered Non-Governmental Organization founded on the 18th of September 1999 by Chief Sandra. C. Duru. This was informed by the burning desire and dream for a positive change in the present deplorable status of women and youths in Nigeria and the world at large.
Since her teenage years, Chief Sandra Chidinma Duru, the Founder and Executive Director of this Organization has been passionately involved with, and committed to positively contributing to the improvement of the health of the Nigerian women and economic empowerment of the Nigerian youths.
BRIEF HISTORY
On 16th August 1997, Sandra Chidinma Duru, an ex-student of Eva Adelaja Girls Secondary Grammar School initiated a programme called “SECONDARY SCHOOL STUDENTS NATIONAL EDUCATION ASSOCIATION” (SSSNEA). The association organized seminars, conferences and established debate and reading clubs in schools. Prizes were voluntarily donated by the association to support and enhance the competitions organized by SSSNEA.
This association with time metamorphosed into “SANCHHY DE YOUTHS ORGANISATION”. The organization actively engaged in informing, enlightening and educating the less privileged youths particularly in Lagos and Imo State.
Related issues of personal hygiene, puberty, self-management, growth, adolescent challenges, and consequences of teenage pregnancy, abortion, HIV-AIDS, and other sexually transmitted diseases were major focus of the organization. Lectures on career choice were also organized to equip the youths for future challenges.
However within a short period of her involvement in this laudable programme, she discovered the limited access of an average Nigerian to qualitative information. The organization then set out to gather and disseminate relevant information geared towards improving the quality of life of the Nigerian woman and youth.
In view of this, the Pre-Adult Affairs Organization (PAAO) was established. The Organization is committed to identify, harness and develop the potentials of the Nigerian woman and youth through systematic collation of their potentials.
Pre-Adult Affairs Organization (PAAO) intends to carry out her vision through the following programmes. For administrative purpose, the programmes have been summed into 6 major areas.
OBJECTIVES
* To provide Vocational Skill Acquisition towards empowering Pre-Adults and special widows in our communities
* To build and equip the Pre-Adult Program Support Center (PAPS Center) to International standard in the 36 states of the Federation.
* To provide, manage and dispense scholarships to young people in all the communities in Nigeria.
* To provide and manage funds (ROLWIN) for small-scale business ventures for Pre-Adults, widows, orphans, etc.
* To provide and promote Family Integration Services/Rehabilitation within our communities.
* To promote Pre-Adult Reproductive Health, Sexuality Education, Challenges, Life Planning and Counseling of women and youths.
* To provide Information Technology (IT) training for secondary school students, undergraduates, graduates and youth corp. members.
* To Integrate Peace and Conflict Management/Conflict Resolution Programmes into our communities.
* To organize interactive-participatory Leadership Development Programmes at the PAPS centers geared towards raising our future leaders.

VOCATIONAL SKILL ACQUISITION (VOSA) DEPARTMENT
Vocational Skill Acquisition (VOSA) Department is a department where young people ranging from Secondary/High School graduates, School drop-outs, University Graduates, Less privileged and special widows are to be trained on different vocational skills and trade acquisition for a certain period depending on the duration of the skill or trade. VOSA department has a minimum of three (3) months training and a maximum of two (2) years training after which the beneficiary will graduate from our center and be empowered.
There are eleven (11) units under Vocational Skill Acquisition (VOSA) Department:

* Carpentry/Joinery Unit
* Fashion/Creative Designs Unit

REHABILITATION/FAMILY INTEGRATION

REHABILITATION/FAMILY INTEGRATION SERVICES (RFIS) DEPARTMENT
This department provides succor to victims of broken homes, family violence, displaced persons, recently freed prisoners as well as individuals that have taken a right turn from drug addiction and other immoral acts.
This department manages complex behavioral situations and facilitates the development of programs for children, youths and widows with additional needs.
This department also responds to problems and complaints from children, youths and widows in our communities; support parents and guardians in their parenting role; and providing mentoring to the children, youth and widows.
This department has five (5) units: .

REPRODUCTIVE HEALTH CARE (RHC) DEPARTMENT
This Department takes care of the reproductive health Challenges, sexuality education, and counseling of women in the society. The department has a dedicated unit especially for the treatment of fibroid which is equipped to the International standard.
This department has three (3) units:

* Outreach Unit
* Fibroid Treatment Unit
The reproductive health care department is managed by a Chief Coordinating Officer (CCO) and assisted by Unit Programme Officers. Each unit programme officer is in turn assisted by two Youth Volunteers for effective coordination.

PRE-ADULT PROGRAMME SUPPORT SCHOLARSHIP SCHEME (PAPS SCHEME DEPARTMENT)
This scheme is put together to give opportunity to “qualified” Pre-Adult to fulfill their dreams through provision of adequate educational funds. Such scholarship provisions managed by the organization are made available to young people who distinguished themselves in their academics, sports, and special talent both at secondary and university levels. The scheme is spread across all the communities in Nigeria.
There are four (4) units under PAPS-Scholarship Scheme department:

ROTATIONAL LOAN WITHOUT INTEREST (ROLWIN)
This is a department for small-scale business development for Pre-Adults, Special Widows, and Orphans managed by the organization. Beneficiaries are expected to have successfully graduated from the Pre-Adult Programme Support Centers (PAPS-Centers). The loan is made available on a one-year minimum and two years maximum repayment terms without interest.
There are only two (2) units in ROLWIN Department made up of the following:

This department is overseen by a Chief Coordinating Officer and two (2) Unit Programme Officers with a team of professionals in the banking/finance industry and two Youth Volunteers per unit.

SUMMARY - STAFF STRENGTH
Pre-Adult Program Support Centre (PAPS-Center) has seven (7) Departments, as enumerated above, twenty-eight (28) Units and a total of One hundred and twenty nine (129) Personnel.
Therefore we have a total of forty-six (46) Administrative Staff, twenty-seven (27) Professional Volunteers and fifty six (56) Youth Volunteers in each of the six (6) geo-political zones of the federation.
In the thirty–six (36) States of the federation, there are PAPS-Centre Liaison Offices with the six (6) Departments and each Department managed by a Chief Coordinating Officer, 10 Professional Volunteers and assisted by 2 Youth Volunteers respectively, which makes a total of 28 Personnel in each State. A total of 6 Admin Staff, Ten (10) Professional Volunteers and twelve (12) Youth Volunteers in a State.
The same is applicable in the Local Government Area centres. Each has 28 Personnel, Six (6) admin staff, ten (10) Professional Volunteers and (12) Youth Volunteers.
SUMMARY - ADMIN STAFF STRENGTH
* Grand Total of Admin Staff, Professional Volunteers and Youth Volunteers in the 6 geopolitical zones of the federation is: 129 Personnel (6 zones) = 774 Personnel.
* Grand Total of Admin Staff, Professional Volunteers and Youth Volunteers in the 36 states of the federation is: 28 Personnel (36 states) = 1008 Personnel.
* Grand Total of both Admin Staff, professional Volunteers and Youth Volunteers in the 774 Local Government Areas of the federation is: 28 Personnel (774 L.G.A.) = 21,672 Personnel.

MODE OF OPERATION
* Vocational Skill Acquisition (VOSA) department trains women and youths; School drop-outs, Secondary/High School graduates, University Graduates, Less privileged and widows on different vocational skills and trade. It also provides employment for youths and women at the grass roots. The department comprise of eleven units. The department selects beneficiaries through the following; recommendations from Traditional Rulers, applications from interested people, recommendations from schools, community leaders, Religious bodies, professionals, ministries of Education and Women and youth empowerment.
* Rehabilitation/Family Integration Services (RFIS) Department provides services to displaced persons, patients, inmates, recently freed prisoners as well as individuals that have taken a right turn from drug addiction and other immoral acts. Five units make up this department. The department also provides a comprehensive and functional welfare package for women and youths; victims of broken homes and family violence, etc. the department selects beneficiaries through following; recommendations from Traditional rulers, the Ministries of Justice and Women Affairs, Religious bodies, Office of Public Defender, social workers, family members.
* Reproductive Health Care (RHC) Department meets the reproductive health challenges of women and counsel women and youths on right issues, and sexuality education in the society. . This department also has a dedicated unit for the treatment of Fibroid which is equipped to international standard. This department comprise of three units. The department selects beneficiaries through the following; recommendations from Traditional rulers, Villagers, Hospitals, Social Groups, Religious Bodies, Community elders, PAAO officers, orphanages, etc.
* Pre-Adult Programmes Scholarship Scheme (PAPS-Scheme) the organization through this department makes available adequate educational funds to young people who have distinguished themselves in their academics, sports, and other unique talents, both at the secondary and tertiary levels. The department selects its beneficiaries from Traditional rulers, Direct Applications, PAAO Outreaches, Schools Community leaders, Social Groups, Individuals, and Professionals.
* Rotational Loan without Interest PAPS centres also serve as the Administrative base for giving out the Rotational Loan without Interest (ROLWIN). This is a comprehensive interest-free loan facility for establishment of small-scale business ventures. Successful graduates from such vocational skill training centers are given first hand opportunity to apply for the loan. And others through recommendations from traditional rulers, Religious Bodies, Community Leaders.
* Information, Education & Communication (IEC) Department. This department is Image Maker of the Organization. It is responsible for Public Relation activities, e.g., conferences, workshops, TV/radio programmes, Press briefings/Press conferences, Resource materials/Library. This Department also serves as training institute for school drop-outs, school leavers and fresh graduates.

* The Admin/Accounts department is in charge of General Administration, Accounts, Personnel and Data Management of all the Departments in Pre-Adult Programme Support Centres (PAPS- Centers).
Other Activities
* Annual Workshop, Trainings, Seminars, Symposium, Conferences will be organized to enlighten the society about the vision of PAAO.
* World Youth Cooperation and Integration Festival (WOYOCOIN), and African Peace Integration Festival (APIFES), and other such enlightenment campaigns would be embarked upon annually.
Operational Officers
* The general activities of Pre-Adult Affairs Organization (PAAO) shall be monitored and supervised by a General Coordinator who shall be known as the “EXECUTIVE DIRECTOR”.
* There shall be a “PROJECTS DIRECTOR” whose duties and or activities shall be subordinate to the Executive Director.
* There shall be an “ASSISTANT PROJECTS DIRECTOR” whose duties and/or activities shall be subordinate to that of the Projects Director.
* There is an EXECUTIVE PROJECTS CONSULTANT (EPC) under the Assistant Projects Director, while the External Projects Director reports to the EPC.
* There are 6 REGIONAL PROJECTS DIRECTORS in each of the 6 geo-political zones of the federation (SW, SE, SS, NE, NC and NW).
* There are CHIEF COORDINATING OFFICERS whose duties are subordinates to the Admin/Account Managers.
* There are PROGRAMME OFFICERS whose duties are subordinate to that of the Chief Coordinating Officers
* There are also, YOUTH VOLUNTEERS under each Programme Officers
* There are “STATE DIRECTORS” in each state of the Federal Republic of Nigeria whose duties and or activities are subordinates to that of the Regional Projects Director.
* There are in each of the Local Government of each state of the federation, a “LOCAL GOVERNMENT AREA COORDINATOR” in charge of the affairs and activities of the organization under his jurisdiction. The Local Government Coordinators are subordinates to the State Directors.
* There shall be “PAPS” PRESIDENTS to head the organization's club activities in schools, and colleges under the Local government Area Coordinators.
The State Directors in each state shall be an indigene of that particular state. Each Local government coordinator shall also be an indigene of that particular Local Government area, or shall have been resident in such state or locality for at least TEN (10) years.
* Appointments of young persons or employments (if any) into offices in any Local Government area of a particular state shall take place in that same state.
Such employment process shall be carried out by the Project Director with the recommendation or nomination by the State Director and approved by the Executive Director, Regional Projects Director and the Board of Trustee.
All key officers to sensitive offices at Local Government levels must be indigenes of such communities. This is to enhance safe guard to the organizations fund and to effectively locate unfaithful stewards who indulge in misappropriation of funds.
MEMBERSHIP
Pre–Adult Affairs Organization (PAAO) is a registered voluntary Non-Governmental Organization. Membership is opened to young and active people who can be motivated to make valuable contributions to the upliftment of PAAO in Nigeria, Africa and the world at large.
The organization comprise of accomplished professionals, career men and women, successful individuals who have distinguished themselves in their respective fields.
Such individuals will be required to serve on the Board of Trustees, Patrons' Board, Executive Committee, Legal/Advisory Role, Projects Director, etc. The team of the above will constitute the organizations policy making and advisory body.
The voluntary membership of PAAO: Youth Volunteers; young people from the ages of nine to thirty five years (9 years - 35 years), Professional Volunteers, Executive Committee members, honorary consultants, etc.
The Organization’s Volunteer team; Professionals and Youths, Executive Committee, Resource Persons and Programme Officers in line with the directives and approval of the Executive Director will implement activities and projects of the Organization.
PROJECT EVALUATION
Pre-Adult Affairs Organization (PAAO) shall carry out her project evaluation in two folds:
* Formative Evaluation
* Summative Evaluation
Formative Evaluation
This is carried out continuously throughout the duration of the project to reveal any problem or shortcomings. This is to enable errors to be detected early enough and to apply corrective measures.
Summative Evaluation
This entails final evaluation of the overall project to examine its effectiveness in fulfilling the set objectives. The Patron, Board of Trustees, Executive Director, Projects Director, Assistant Projects Director, Internal Projects Consultant, Regional Projects Directors, Professional Volunteers, Executive Committee members, Legal Adviser, State Directors, Local Government Area Coordinators, and Pre-Adult Programme Support's Club Presidents (PAPS Clubs) are there to guide the women and youths to achieve our mission and objectives.
FOLLOW-UP
The Follow-Up to the Project depends on the results of the summative evaluation. Projects are extended over a wider geographical area at the end of the initial Project duration. For this purpose, PAAO has established registration opportunities for Nigerian schools, from Primary to Tertiary institutions and Community Based Organizations (CBO's).
TRAINING AND EMPOWERMENT
* Schools representatives/branch representative are appointed to represent
schools, communities in the Annual National Sensitization/Training workshops while the quarterly meetings holds in PAAO headquarter Badagry, Lagos.
* Seminars are organized in registered schools and communities yearly. A five-day Training of Trainers is frequently conducted focusing on women and youth issues.
* Symposia/Seminars/Conferences/Workshops are organized yearly and periodically for all the branch representatives of PAAO nationwide.
* The branch representatives after training go back to their various institutions/communities to organize a training course (Training of Trainers-TOT) for others with the acquired knowledge and educational/resource materials given to them at the Headquarters.
ENLIGHTENMENT
PAAO also integrate its work into Radio/TV programme and video production to reach out to mass audience and the less privileged young people. These mediums are also used to discuss and treat real-life problems/ issues affecting the young people. Such Radio, Television and Video production are used to correct the negative mentality of young people about life, their Sexual Behaviors/Reproductive Health and Teenage Lifestyle in Nigeria, Africa and the world at large.
PAAO works together with other foreign countries and International Agencies (e.g., UN, UNDP, WHO, etc) to establish the International Pre-Adult Affairs Organization (IPAAO) which falls under the various UN agency umbrella.
PAAO has also introduced the PRE-ADULT PROGRAMME SUPPORT CLUB (PAPS Club) in schools and communities.

The organization consists of accomplished professionals who constitute members on the Board of Trustee, Patron, Executive Director, Projects Director, Assistant Projects Director, Internal Projects Consultants, Executive Committee, Legal Adviser, Chief Coordinating Officers, Local Government Area Coordinators, State Directors, and PAPS Presidents. They represent the organizations policymaking and advisory body. The core of Youth Volunteers, Resource Persons and Programme staff with the approval of the Executive Director will implement activities and projects of the Organization.

Amongst numerous outreach activities embarked upon by the organization towards ameliorating the hardship of women and youths are;
Donations to Little Saints Orphanage
The Executive Director of the Pre-Adult Affairs Organization accompanied by Staff of the Organization, paid a visit to the Little Saints Orphanage, Lagos and made generous donations of Food, Sanitary Items, etc., to assist the Orphanage in its quest to care for the Little Saints.

Donations to Kirikiri Female Prison
As part of the organization’s drive towards giving succor to prisoners and the less-privileged, PAAO donated a bus, household and food items and other accessories to the Kirikiri Female prisons, Apapa, Lagos State. Speaking at the occasion, the Founder/Executive Director of PAAO, Chief. Sandra Duru, explained that the donations stems from her undying love to always reach out and lend a helping hand to disadvantaged persons.
She added that the aim of donating the bus was to convey inmates to the courts. "For instance, on their dates at the court, we gathered there is usually no bus to convey them. That is one reason we are making the bus donation. It is also in this light that we have given free legal services to some to aid their process of return to the society."

Golden Footprints – Celebrating African Youth Role Models

The book, "Golden Footprints - Celebrating African Youth Role Models" is a book written by the Pre-Adult Affairs Organization to point out Twenty (20) African Youth Role Models who have influenced African Youths positively through their stories, achievements and strategies. The Role Models were selected through an opinion poll carried out by youth volunteers over the internet and in educational institutions.
The Book is scheduled to be released and launched on the 16th August, 2010 with the presence of the Acting President of the Federal Republic of Nigeria, Dr Good luck Jonathan with the other Role Models at the event which will take place the same day with the Twenty Billion Naira Fund Raising Dinner.
All Twenty of the role models are expected at the launching of the book. Among the activities lined up for this event is the unveiling and launching of Monumental Structures in the Six (6) geo-political zones of the Federal Republic of Nigeria, Ghana and South Africa.
During the Book and Monumental Sculpture Launch and Fund Raising Dinner, the twenty (20) role models as well as eminent Africans and personalities who have contributed positively to the material, intellectual and moral well being of our great Continent would be recognized and given awards.
The contents of the “Golden Footprints” book includes a discussion of the principles of greatness and success for the African Youth, biographies of twenty (20) selected African Youth Role Models, handwritten messages from the selected role models and a log of the opinions of youths about their role models from different countries worldwide.
